systems, with contractors, with high-ranking officials. different things within the defense department are usually cordoned off in situations like this. it is easy to chop the number of troops, easy to chop benefits. the one upside here is the pentagon is finally talking about long-term cost savings. they haven't had to. we're in a new environment. $17 trillion in debt. we've got to be more smart about how we spend pentagon dollars. but looking to commissaries as a place to start is the wrong place to start. let's look at everything but let's look at auditing the pentagon, finding the fat within the budget. let's look at the way we acquire weapons systems. there's billions in overruns and decades in delays in weapons systems. let's look at that before we look at military benefits and pay. >> i'm reading a third of the employees at these commissaries are military spouses. 30%. >> yes. >> that's another level of hits. >> these are community centers in many ways. the commissaries, the p.x.'s are the places where military families shop for a lot of different goods, where families work. if

that needs to be done. the majority leader knows that will be our position. do not see the defense authorization bill. i am hopeful the senate will move on that intelligence authorization. the senate has passed comprehensive immigration reform will. we are very disappointed on this side of the aisle that the senate bill has not been put on the floor. our bill or one of the four bills out of committee. it was supported by the republican party and the judiciary committee. they have not been brought to the floor. we believe immigration reform is a critically important action for the congress to take. we hope anyone of those options would be brought to the table. the senate has passed in a bipartisan way the end of discrimination in employment. we talk about jobs. we talk about economic opportunity. passed that bill. that is not on the agenda either. i noticed we do have an extension bill that has been specifically reference. we will get to a debate on that next week. we have a suspension bill we have been urging that is reported out of committee that passed by 350 votes. it simply say

offensive play, and i mean that in terms of offense/defense, we've seen from the white house in a long time. and for those of us who paid close attention two years ago, it's very much an echo of president obama's major vision for the country, is it not? >> no question about it. it's been his vision really throughout the time he's been in public life. i remember interviewing president obama about income inequality in the fall of 2007. what he was doing in this speech is making a broad argument for government action across the board, not just on things like the minimum wage, but also domestic investments and infrastructure and education, job training. also his health care law. he's always seen the aforfordab care act as one element of an agenda to give a foundation of stability and security economically under people as they try to get into the middle class. he was reiterating that argument today. as you said, the shift to a more offensive argument shows how key it was to get that website working by the december 1st deadline because that is something that allows the administration to shift and

for the federal government. i remember bob gates, my former secretary of defense wonderful public servant, when i first came in i asked him so bob you got any advice for me. he said mr. president, just understand you've got a lot of people working for you. somebody somewhere at this very moment is screwing something up. and that's true. and so i have to consistently push on every cabinet secretary on every single agency how can we do things better? and we can do things better. part is we need to reorganize the government which was designed primarily in 1935 or '45. we could consolidate agencies. we've got to do a better job buying information technologies. how we make ourselves more customer friendly. those are all things that we can improve. but the upshot is the government still does a lot of good. the last point i'll make on this is we've had a politics, frankly, the entire republican party brand since ronald reagan has been government's the problem. and if you day after day, week after week, election after election are running on that platform, and that permeates our culture and it's picked u

. the fact she lied to authorities then, how damaging is that for her defense? >> well, look, if she was part of that conspiracy, which has to be proven, and there was an on going conspiracy to conceal it, that could be bad for her. but she needs to fight the theory of conspiracy and she needs to cling to two legal concepts like a life raft. one of those is mere presence. if she was merely present and didn't participate at all, she could avoid liability. the other thing that could shock people is we don't have a general duty the report crimes, like murder, merely because we know they happened. she needs to cling to those. practically a jury might have trouble believing if the prosecution can come up with additional evidence. if she was merely present and reluctantly so, she may have a legal argument there. >> danny, if you're witness to a crime that's been committed, she was witness to the alleged rapist chopped up in the head and still talking, she was aware a crime had be committed against him and didn't do anything about it, that's legal? >> absolutely. as long is there's no special duty.
